The main recommendations are as follows:
- Champion and advance the Pandemic Agreement and amended IHRs
- Position PPPR as a global public good through strengthened international cooperation, financing, and governance
- Ensure preparation, protection, and financing for essential workers
- Close the $15 billion annual preparedness financing gap
- Establish a timebound pathway for sustainable regional R&D, manufacturing, and delivery capabilities backed by the 100 Days Mission
- Operationalize the One Health approach
- Promote whole-of-government and whole-of-society approaches to PPPR
- Strengthen and unify PPPR monitoring
- Establish sustained and powerful political leadership for pandemic threats
